The pace bowler has secured 309 Test scalps in 71 Test matches with an average of 22.10.
Australia's chair of selectors Bailey has stated that skipper Cummins will play a "major part" in this winter's historic rivalry.
There were concerns that Cummins might be unavailable due to a persistent back stress problem that had not yet healed.
Earlier indications from the Australian camp suggested no official announcement had been made regarding his involvement, with the extended contest kicking off on November 21 in Western Australia.
Bailey expressed that his recovery is on track and was "optimistic" about the likelihood of being involved.
"We're aware that the clock is ticking and various factors around that, not just the back issue, but further aspects," he commented.
"The outlook is good. [We are] really confident that he'll participate in a significant role. With luck from the opening match. Should that not happen, we'll reassess."
Injury History
He was sidelined the white-ball matches against both Asian and Trans-Tasman rivals recently after examinations confirmed a lumbar bone stress.
He has a history of spinal problems, with flare-ups in several earlier campaigns forcing him out of three Australian summers in a limited period.
He emphasized he would be ""aggressive" and "take risks" in his comeback strategy to ensure his availability for the Ashes.
Bailey noted that he did not know if the captain had resumed bowling as part of his rehabilitation but conceded it was "getting tight" for him to be fit for the first Test.
Backup Options
Should Cummins not be fit, veteran batsman Smith will assume leadership.
All-rounder Cameron Green was recently pulled out from the ODI lineup for their limited-overs matches against the subcontinent side as a preventive step because of soreness in his side.
Bailey described it as a "slight concern and confirmed that he's scheduled to appear in the state-level matches, so will be "ideally positioned to deliver overs."
"We put so much time has gone into creating the schedule for him to participate for the opening match as an dual-role player," Bailey explained.
"Originally, he'd only feature in the first two ODIs regardless. The way he swings the bat in limited-overs, if it causes any delay for 24 more hours, we just made the decision to approach this more conservatively."
